Silay City, one of the cities in negros located in negros occidental. The city known as the “Seat of Arts, Culture and Eco-Tourism in Western Visays’ and identified as one of the 25 major tourist destinations in the country by no less than the Department of Tourism. Reason’s behind on the fast evolution of progress on the city, primarily because of the resources which the city offers to its people. As a matter of fact the city has its own airport which is expected to cater international flights later. The city is a picture of dynamism and progress. It is the city where the link to the past harmoniously merges with the development of the future. Silay is the second town in negros occidental to become a city on June 12, 1957. Silay became the “Paris of Negros”. Visitors and Guest will be amazed with their preserved ancestral houses, the collection of steam locomotives, rich cultural heritage, flavorful hometown delicacies, untamed forest and resolute people complement its thrust to become a leader in terms of tourist destination in the Philippines. Under the administration of Mayor Oti Montelibano, the city now moving fast forward to compete with other big cities in the region to carry negros and negrenses to uplift from sufferings and struggles as they have the so called ‘Master Development Plan’ which serves as a blue print for the development of the dream of the Silaynons and Negrenses as well. According to Mayor Oti Montelibano, the centerpiece of the Master Plan is the development of a “New City” next to the key infrastructure feature State-Of-The-Art domestic airport of international standard. Expected to attract and invites local and foreign intrepreneurs to visit the very potential place in the country outside Manila. Having this domestic but internationally recognized airport, the development of economic zones and export processing points to be built in the airport periphery is part of the development plan. Mayor Oti Montelibano is pushing hard to realize this plan. In preparation to the development and to the anticipation from the great minds of local officials, part of the plan is the mass transport system is expected to ease traffic congestion in thoroughfares linking the airport to the provinces major arteries. The intention is very clear and precise that is to rectify the standard of living of the people and the community for sustainability and growth, productivity and progress. The city is now in the position to capitalize the opportunities as they have all the resources to achieved the aspired dreams. As what Mayor Oti Montelibano quoted: ‘ While waiting for the best to come, the value of life will always occupy center stage and human growth and development will always be given a priority.’ Mabuhay!
